DAILY FIX - all players have it????

Is DAILY FIX rolled out on all acounts?

Official Mafia Wars Blog in their post  | 02/25/2013 |: Daily Fix - FAQ says:

" In order to maintain the stability of this feature, we are rolling it out gradually. Some of our players may not be able to see the Daily Fix feature on their accounts right now."

QUESTION:

AFTER 10 DAYS IS DAILY FIX ON ALL ACCOUNTS?
