Family Business is not available for all players at this moment. Even some VIP players does not have it in the game. Can be that it is slowly released on accounts, can be this is an issue.
Advice: wait a bit, refresh or force refresh the game (CTRL+f5), try to play in incognito mode, or the best way is REPORT IT.
